If "Form Follows Function" - as goes ->"the saying"(http://en.wikipedia.org/ wiki/ Form_follows_function) - there is also a function following form. So "layout" is more than visual appearance and pleasant formatting, it has some intended functional purposes.

Therefor a content markup and layout system should have some ways for the author to give hints for the intended layout of the content.

But instead of forcing the author to specify every layout detail (as WYSIWYG software does), a practical system should require only some generic and widely usefull options. If the overall layout is specified by a template (that should be made by a designer or based on his rules), the author can stay within his realm and give only the necessary hints for a formatting engine.
