This one is short:

-  UTF-8 encoded text files should be the standard form of TypeText files, with UTF-16 as an alternative for languages with non-latin scripts.

-  File name extensions should be `.txt`, `.ttxt` or `.typetext`.

The file name extension `.ttx` is unfortunately already in use (for Trados XML based translation files).
